Uganda is now in the 2018/2019 Budgeting Process. In your opinion, how can Universal Primary Education Programme be Improved? What should be Prioritized in this in the next UPE budget? (Deadline: January 31st, 2018)

In 1997 the Ugandan government introduced the UPE programme in order to imporve enrolment and attendance of learners in schools. According to the analysis of figures from UNEB and Education & Sports sector annual reports (ESSAPR, 2017), over 5 million children of school going age in Uganda have dropped out of school before P.7 in the last 20 years. In 15 years (8 primary school cycles) over 4.9 million pupils, about 42.6% of the 11.5 million who started, dropped out.

What Policy (policies) should government enact to improve effective and efficient UPE program in Uganda?

    Due To Corruption And Cheap Gov't Policies, The UPE Programme Is & Has Come To An end. Thats Why Even Gov't Schools Have Raised Sch Fees For Pupils While These Schools Were Established For The Poor. Secondly, Some Teachers Tell Pupils, Why Can't They Tell Museveni To Come & Teach Them.

    UPE system should be scrapped off, its foundation is not on a fertile ground. The government should start helping orphans and vulnerable children directly by paying their fees to selected schools.

    Education sector should Create a functioning scheme of service that links teachers and all education officials who can promote and improve performance in UPE schools around Uganda.

    The Government should provide schools with enough scholastic materials so as to promote good performance in schools and also should make a follow up to see if the teachers are active enough in providing what the pupils want so as to aim higher.

    The Government should ensure that qualified teachers are present all the time to teach upper classes (P5- P.7). The government can increase their salaries and parents should be encouraged to support these teachers by contributing smaller amount of money to motivate them. The trick to excellent performance is simple - ensuring that teachers are present all the time.

    Kabarole UPE Policy and Program need a complete overhaul to specifically involve parents and community with specific responsibilities to realize success.
